Drivers from Other Countries Relocating to Maryland
A2B Driving School now offers the 3-Hour Alcohol & Drug Program (ADEP). This is a three-hour class that is required by the Maryland MVA for driver’s that comes from different countries with a valid out-of-country license and wants to apply for a Maryland Driver’s license.

You will be awarded the Alcohol and Drug Education Certificate once you have completed this 3-hour program.
What is the cost of the program, and are there any refunds?
The cost of the program is $45.00. You can either register online or pay by cash. For cash, payment is due at the time you appear for class.
In the event you become ill and must leave the class, A2B Driving School has two options either re-schedule your course for a different class date or you will be refunded. However, you are not entitle to any refund once you have completed the final test and received your certificate of completion.
How do I register?
You can register online to sign up for the 3-Hour Alcohol & Drug Program.
Can I take the course online?
This is course is only offered as a classroom setting. We do not offer the program online.
What happens if I do not pass the test at the end of the class?
At the end of the test, the instructor will go over the test as well as review the ones you missed; however, you need at least an 80% or above to pass. Furthermore, if failed you are required to wait for a 24 hour period before retaking the exam. There is a $15.00 charge for anyone who needs to retake the exam.
What am I required to bring to the class?
Students will need to bring the following materials with them:
- A document that proves age and identity
- Documentation of your Social Security number, if you have one
- Out-of-country license
- Payment of $45.00
- We would recommend bringing a pen and notebook for note taking as well.
How does the MVA know that I completed the program?
Within 24 hours after you pass the final exam, A2B Driving School will electronically transmit the notice of completion to the MVA and it will be posted directly to your driving record.
If you do not have a Maryland soundex number, we will issue you a 3-Hour Alcohol and Drug Education Certificate on paper instead. This certificate is valid for one year from the date of issue.
If the weather is bad, how do I know if you are still having class?
In the event the driving school is closed due to inclement weather, A2B Driving School will notify you that the class is canceled. We will advise you of alternate dates and times to take the class.

What if I do not understand English?
This program is only offered in English. Please be aware that there is a pre-test and a final test in English.
